how do you setup a usb external harddrive in windows?

a Lacie external hard drive 500Gb died. I bought an external adapter that plugs into the Samsung hd (sata) and the USB symbol comes up and says it its a standard hard drive but I cannot access it and it does not show up in My Computer.

You may need a driver from the manufacturer of the Interface. Try Fdisk to see if you can manipulate it there. You don't say what O.S. (What version of Windows?)
