Side scrolling mouse doesn't work?

my mouse has a special feature where the scroll wheel tilts left and right to side scroll, but that feature has never worked since the day i bought the mouse. i use OS windows 7, and my mouse is a logitech wireless, and has an 'invisible optic' on the bottem, also, the usb plugin is one of the older ones, meaning it is the size of a usb stick, if that helps at all.

P.S. the mouse works perfectly fine, except for the side-scrolling
